Yes, there is a big difference between the '01 and '02 Z06. The '01 didn't have much different track times, but there are known issues with many of the motors off the assembly line, not worth the risk when you can spend a couple thousand more and get an '02.
Z06 and FRC are fairly different. The Z has different ratios in the transmission, different rear end gearing, significantly different motor, the diferent suspension, different brakes, as well as being lighter and the obvious body/wheel differences.
You can mod up an FRC with Z06 suspension/brakes, header back full exhaust, intake and a cam and have about the same HP as a stock Z06, but it's pretty expensive to change transmission/gearing and it won't hold it's value as good as a Z06 does.
The FRC is great if you just want a C5 or you don't want to spend ~$30k. I would go for the FRC if I wanted something to whore out on the track and mod up. I would go with the Z06 if you wanted to do mild work and have fun. Cat-back exhaust and intake was worth 398RWHP.

Melis isn't completely right. All FRC Vettes are 6-speeds and have the Z51 handling package, which consists of upgraded struts and sway bars, as well as an oil cooler. The package is pretty close to what the Z06 has.
The Z51 option was available on coupes and verts, but only about 20% opted for it. Mine has it, of course - but that's because I'm a badass.
But remember, the FRC or the Z06 will not have a targa. If that matters to you (and it mattered to me), don't buy one.

Biggest difference between the Z51 and Z06 in the suspension si in the shocks. The shocks on the Z06 are made by SACHS and extremely badass (the '04+ ones specifically). I bought mine for $330 straight from the local Chevy dealership. It was a great upgrade to my '02 Z06 so it would be an even better upgrade to a regular C5. The sway bars and Leafsprings are also stiffer on the Z06, but I think the shocks would be a perfect upgrade for the regular C5 family.

C6 Z06 shocks are supposed to be a pretty good upgrade too. They bolt right in.
I think about all the things we could have done, all the miracles we could have achieved, if we were all just a little bit better than it turns out we are.

The best part about all this stuff is how cheap it is straight from GM. The performance brake pads on the Z06 were $45, the upgraded shocks were $330, new clutch was $215 for new disc and pressure plate, etc.
Everything you have to change on the car for maintenance and simple upgrades or basic repairs is dirt cheap.
