This shit is Greek to me. Is this basically the equivalent of chrome/hp tuners/etc?

This is more like bare bones ECUFlash. This will get you a memory dump of the ECU, but without a file to define what all the important values are and where they're located, it won't do you much good.

Chrome is basically all the work Greg put in to create a super detailed and heavily customized definition file.

With that said, it's possible someone already made a definition file for your ECU. You'd need to look around and see. Get the part numbers off the case before you dive too far into it. It's likely there's different variations based on year, option content, etc.
